New Addendum and Revised PLDs

The Federal Stafford and PLUS Master Promissory Notes (MPNs) and PLDs have been updated to reflect statutory changes to the terms and conditions of Stafford and PLUS loans made by the Higher Education Reconciliation Act of 2005 (HERA), the College Cost Reduction and Access Act of 2007 (CCRAA), the Ensuring Continued Access to Student Loans Act of 2008 (ECASLA), and the Higher Education Opportunity Act of 2008 (HEOA), as well as changes made by final regulations issued on November 1, 2007 and October 23, 2008. The addendum below describes the changes to consolidation loans and explains how to complete the application. The PLDs, also found below, describe the changes to each specific loan type but are used to disclose the changed terms to borrowers of subsequent loans under an MPN.

Guarantors, lenders, and servicers, in conjunction with the U.S. Department of Education, developed the addendum and PLDs in the interest of providing uniform and standardized disclosure information to borrowers. The new Stafford and PLUS PLDs replace all prior Stafford and PLUS PLDs. The PLDs are to be distributed when subsequent loans are made under a current or revised MPN.
