The Higher Education Act (the Act) is the federal law that governs the administration of federal higher education programs. The Act was originally passed in 1965 and signed into law by President Lyndon B. Johnson. However, to encourage amendments, growth, and change, it must be passed again, or reauthorized, by Congress approximately every five years.

The ninth reauthorization of the Act was passed on October 1, 1998, and signed into law by President Clinton on October 7, 1998. Many groups in the federal student aid community are working in preparation for the next reauthorization, expected sometime in 2008. Title IV of the Act covers the administration of the federal student financial aid programs. The complete text of Title IV is available by clicking on the link to the right.
