The Higher Education Act (HEA) is the federal law that governs the administration of federal higher education programs. The HEA was originally passed in 1965 and signed into law by President Lyndon B. Johnson. However, to encourage amendments, growth, and change, it must be passed again, or reauthorized, by Congress approximately every five years. Title IV of the HEA covers the administration of the federal student aid programs.
The Higher Education Opportunity Act of 2008 (HEOA) enacted the tenth reauthorization of the HEA. It was passed by Congress on July 31, 2008, and signed into law by President George W. Bush on August 14, 2008. A Technical Corrections bill to the Higher Education Opportunity Act (H.R. 1777) was signed into law by President Barack Obama on July 1, 2009.
