Program Integrity Final Rules

To assist schools in understanding the recently published final rules, the National Council of Higher Education Resources (NCHER) Regulations Committee has developed simplified analysis documents ("side-by-side") for use as resource tools. The first two resources listed below provide a regulation-by-regulation approach to reviewing the Program Integrity final rules that were published on October 29, 2010, and the Gainful Employment Debt Measures final rules that were published on June 13, 2011. Schools can search for a particular topic and view the corresponding regulatory cite(s), a summary of the final rule changes, effective date, and insights and comments based on the Department's discussion in the preamble of the final rules. The Regulations Committee has also developed an "integrated" version of ED's compilation of regulations. This version allows users to see the language that has been stricken from the regulations as well as language that has been added. Included on this page are the most current integrated versions of the regulations. Training modules on the gainful employment requirements are also available.
