In his first State of the Union address, President Obama issued a challenge to the nation's higher education community: enroll and graduate enough students so that, by 2020, the U.S. leads the world in the percentage of adults with a postsecondary degree. Given the U.S. lag in graduation rates with regard to other industrialized nations (the U.S. ranks 12th according to a recent College Board report), the goal seems ambitious. A new report, titled "Strengthening College Opportunity and Performance," recommends various strategies for boosting national graduation rates, including better federal reporting on state and institutional graduation rates and the setting of graduation goals at the state and institutional level.
